This guide actually has been posted view month ago, but to complete our voltmod,p guide database I decided to repost it again in this site.

As we know, the reference board of geforce 9600GT using the difference way to do the voltmod, especially on the GPU voltage driver. The voltage controller using the digital logic (Digital to Analog or DAC) to control the output voltage, where in this case the reference board is using 7bit digital input to vary the output voltages.
The combinations of the digital input can found on the datasheet, each bit is identify as VID which have number from 0-6. The default GPU voltage of this card is 1.1 volt where this value is given by the DAC combination of 0 0 0 0 0 1 0, in our practice we set the voltage to 1.2 volt which this value is given by 0 0 0 1 1 0 0 DAC combination. As you can see, the difference combination between the default value and our experience is just on the VID3 and VID5, so we just need to change this value only. The default state of VID3 and VID4 is 0 (where this state is known as low logic) and for the VID5 is 1 (high logic).
In the digital circuit, to change the state (from 0 logic to 1 logic) we need to change the voltage value that crossing the circuit. Lowering voltage mean we change the value to 0 logic and vice versa. In this guide, we remove the resistors on the VID3 and VID4 to make the 1 logic, and we short the VID5 spot to make the 0 logic. See picture below for the guide.
Next, we try to voltmod the memory too. Basically the memory voltage mod is using the same way as the conventional trick because the memory voltage controller is doesn't use the digital input, so I think this part is will be little bit easy than vGPU mod.

The default resistance of the IC is 8.5K ohm, if you want to voltmod just Attach 100K ohm VR on the point that I given on the picture to ground or the other way you can using the pencil trick, to do that, just scratch the marked resistor. On my experience, I set the voltage to 2.2 V where I found this value by lowering the resistance to 7.5K ohm.
